Charles was born on April 24, 1946, at Piedmont Hospital in Fulton County, Georgia. He attended the Mary Lin School through middle grades and accepted Christ at age 12. Charles enjoyed caddying and competing in junior golf tournaments while growing up on Candler Park Golf Course near Little Five Points. After graduating from Bass High School in 1964, where he lettered in basketball, Charles left Atlanta to attend Abraham Baldwin Agricultural College. He later transferred to and graduated from Valdosta State College in 1972, earning a bachelor’s degree in criminology with a sociology minor. His career as a police officer began during this time in Valdosta, serving at the Hahira Police Department. Upon graduation, he returned to Atlanta and served as a police officer with the City of Atlanta and later Dekalb County.
After an on-the-job injury, Charles retired from Dekalb County Police Department.
Charles’ curiosity led him to study computer programming at Georgia State University and to a second career as a computer programmer. During his tenure, he saw the rise of the internet and home computers, adapting to the everchanging computer technology until he retired from the Georgia Department of Natural Resources in 2008. Throughout his career as a programmer Charles continued to serve in various part time law enforcement roles with the Rockmart Police Department and the Lamar County Sheriff’s Office. He held the profession in high regard and viewed it as a unique opportunity to share the love of Christ with others.
In later life, Charles rekindled his passion for the game of golf which was instilled by his parents in childhood. Retirement and a concerted effort to improve his overall health afforded him the time and energy to play the game with his sons. He was known for his love of Christ and boldness to share the gospel with strangers turned friends. Charles’ dry sense of humor and good-natured kidding endeared him to any who were fortunate enough to know him. His legacy is defined by his humility, servant’s heart, and willingness to come to the aid of friends and strangers alike at a moment’s notice.
In addition to his parents, Charles Frederick Huggins, Sr. and LaRue Griffin Huggins, Charles was preceded in death by his daughter Tina Huggins.
His memory will be treasured by his wife of nearly 47 years, Laura English Huggins; brother, Jack Huggins of Merritt Island; children Rick Huggins (Alisa), Rusty Huggins (Kelli), Renee Huggins, Noah Huggins (Christin), Christian Huggins (Rachel), and Daniel Huggins (Katie); grandchildren, Carisa Hatcher, Breahna Mills; John, Charlee, and Hudson Huggins; CJ, Mason, and Chandler Huggins; Hunter Levert, Macie and Ari Kenney, Taylor and Caroline Huggins, and James Huggins.
Visitation will be Tuesday, February 13, 2024, from 11am to 12pm at NorthRidge Church in Meansville, Georgia, with a memorial service immediately following at noon.
